On May 29, 2010 Detectives James Jones
and Donald Wensel, from the Criminal
Investigations Unit of the Alliance
Police Department, arrested Jeffery S.
Phillips following a three month
investigation into the murder of retired
Alliance City Fire Fighter James Leeson,
who was found dead in his home on March I
I, 2010. The extensive investigation
included interviews with family, friends
and others, following up on numerous
leads and anonymous tips, and sifting
through hundreds of pieces of evidence in
an effort to bring a satisfactory
conclusion to the investigation. The
Canton/Stark County Crime Lab also
assisted the investigation by processing
the crime scene and other locations to
locate arid collect valuable evidence.
After a review of the evidence,
Detectives were able to secure charges of
Aggravated Murder, Aggravated Burglary,
Tampering with Evidence and Arson on
Jeffrey S. Phillips, who was taken into
custody on Saturday, and transferred to
the Stark County Jail, where he is being
held on a $1,450,000 bond. Phillips will
be arraigned in Alliance Municipal
Court on Tuesday, June 1 st, 2010, at
2:45pm.

Detectives from the Alliance Police
Department are currently investigating
the death of James R. Leeson, age 66, of
832 E College St.

Officers were first made aware of the
death shortly after 9:00 am this morning
after a Stark County Deputy discovered
the body at Leeson's residence. The
deputy had arrived at Leeson's home to
investigate a fire involving Leeson's car
in Lexington Township. The vehicle was
reported burning there by passing
motorist this morning shortly after 7:00
am. After discovering the body inside the
residence, the deputy contacted the
Alliance Police Department to continue
the investigation. Detectives were
summoned to the scene where evidence of
the crime was collected. Leeson was
pronounced dead at the scene and was
transported to the Stark County Coroner's
Office for autopsy. Leeson had been
stabbed in the chest, however, cause of
death has not been officially declared by
the Coroner at this time. An autopsy is
scheduled for Friday, Detectives have
several leads which are actively being
pursued at his time and suspects will be
questioned over coming days. Three car
loads of evidence seized from the house
will also be examined further to help
narrow down possible suspects.

Leeson, who lived alone, was a former
fireman of the Alliance FD. Now retired,
Leeson, who did not consume alcohol,
frequented area restaurants and liquor
establishments where he would visit with
friends. He was well known in the
community, however held a private
personal life.

murder in the City of Alliance in 2010
and the first since the infant Mia Pastor

Vehicle Break-ins 05-05-10

On Tuesday night, at approximately 2:54
am, a concerned citizen in the 1800 blk
of Carriage Lane called the police
department to report suspicious persons
looking into vehicles in the area with a
flashlight and wearing a dark hooded
sweatshirt. When midnight patrol officers
Perkins, Hanket, Kuhn, McCalla and their
Sgt (Yarian), arrived on scene at 2:57
am, an evening ofbreaking into cars and
stealing items from inside quickly came
to a halt for Caleb Mayle (age 21 of
11811 State St NE) and his accomplice.
Mayle and the accomplice ran from
officers on foot, but Mayle was
apprehended in the 900 blk of
Commonwealth while being pursued by
officer Perkins. When Mayle tried to
escape by climbing over a fence, he was
met by a waiting Sgt Yarian on the other
side and apprehended. The accomplice is
still at large. During a search of the
area Ptl McCalla located the criminal
tools used by Mayle consisting of a
flashlight and gloves that had been
thrown under a tree along the route Mayle
fled on. Mayle also possessed a multi-
tool and knife in his pockets,
At approximately 3:43 am officers
Perkins, Hanicet and Kuhn went to 923
Commonwealth, where Mayle has been
staying recently, to conduct a search.
Upon arriving at the residence they were
given consentto search by the resident.
During the search they discovered 9 GPS
units, and Wod, Sony digital camera,
Cobra Radar detector, compact discs,
numerous coins and as is so often the
case in these incidents — numerous
baggies of marijuana.

Officers were able to locate some of the
owners of the property, but not
everything has been identified yet.
Officers hope to check the GPS units for
home addresses so the owners can be
contacted if such addresses have been
stored in the units. If you have been the

Mayle was charged with Theft (M-l),
Possessing criminal tools (M-l) and
Obstructing Official Business (M-2). He
will be arraigned on 3-7-10 at 1PM in
Alliance.

On Monday, 04-19-10, detectives of the
Alliance Police Department Special
Investigations Unit arrested Todd Reese
(31) of 248 W Harrison St and
Richard “Red” Davis (39) of 1005 Noble St
following a ten-day investigation into
illegal methamphetamine manufacturing
occurring from Reese’s residence. The
investigation concluded with the
execution of a search warrant at his
residence after officers located a meth
lab at that location.


Surveillance of Reese and Davis showed
them going to Walgreen’s Monday where
Davis purchased cold medicine with
Pseudoephedrine in it and then on to Wal-
Mart where they are believed to have
stolen lithium batteries. Both are
necessary ingredients in the
manufacturing of methamphetamine. These
observations, combined with information
from the investigation and anonymous tips
about the methamphetamine production, led
officers to apprehend Reese for the
offenses. 

At approximately 2130 hrs on Monday
detectives attempted to traffic stop
Reese in his driveway before he could
leave the residence with Davis after
returning home for a short time with the
chemicals needed to start a
methamphetamine lab. Reese and Davis fled
in the vehicle, nearly striking the house
as they drove into the grass behind the
residence intent on escaping by driving
through the neighborhood backyards. The
vehicle got stuck in the grass and Reese
exited and struggled violently with
officers trying to restrain him. Reese
was subdued with the Taser. Davis did not
resist his arrest. 

Officers located chemicals needed to
start a meth lab in the front seat of the
car on the passenger side between Davis’s
feet. Also located in the vehicle was a
homemade “gas generator” commonly used in
the final stage of producing
methamphetamine. 

A search of the house revealed a meth lab
in the basement and an abundance of
materials that were either now dangerous
chemical waste or more chemicals to start
more labs including, iodine, camping
fuel, torn open lithium batteries, gas
line antifreeze, drain cleaner,
pseudoephedrine (cold pills), naphtha,
cold compress packs, tubing, glass jars
and plastic bottles. 

Both will appear in the Alliance Muni
Court for today’s charges on Wednesday at
1300 hrs. They were both charged with
Illegal Manufacture of Drugs (F-2) and
Illegal Assembly/Possession of Chemicals
for Manufacture of Drugs (F-3). Reese was
also charged with Fleeing (F-4) and
Resisting Arrest (M-1). Detective Weyer
suffered chemical burns on his hands
during the arrest process from a lithium
battery that Reese had stripped from its
casing and placed in a plastic baggie.
Each will be held on a $150,000 bond.

Davis was previously found guilty for
Illegal Assembly/Possession of Chemicals
for Manufacture of Drugs in Alliance.


ALLIANCE POLICE DEPARTMENT

On Thursday, 02-25-10, at approximately
8:15 PM, officers of the Alliance Police

Department Special Investigations Unit
and Special Response Team executed a
search warrant at 143 B Oxford St,
Alliance after a one-day long
investigation, led by SIU Detective Bob
Ra]can, into illegal marijuana and
cocaine sales allegedly being conducted
by the resident, Christopher Carnes
(34).Officers forced entry into the
residence through the front door and
encountered two subjects inside the
residence. Carnes and another male subject
were located in the bedroom where
officers later discovered the drugs.

The search yielded approximately 1 lb of
marijuana, 11 grams of cocaine, and 5
different bottles of pills that Canes had
no prescription for including commonly
abused, Seroquel, Vicodin and
Testosterone. $4593 in cash was seized in
addition to drug paraphernalia, drug
abuse instruments (syringes) electronic
scales and packaging materials+ Seized as
suspected proceeds of illegal drug sales
was Carnes's 1998 Oldsmobile Bravacla,
1981 Chevy 2500 Truck and Sony Bravia 50"
flat panel television.

Canes was charged with Trafficking in
Cocaine and Marijuana amongst several
other charges. Charges for Carnes
allegedly having sold cocaine to a
confidential informant previously are
pending and will be presented to the
Stark County Grand Jury.

 

At 1PM Carries was transported to the
Stark County Jail pending his initial
appearance on Friday

Top Ten Most Wanted Arrest – “Tenya
Goosby”

            

            

On 01-06-10, at approximately 10:30 AM,
officers of the Alliance Police
Department arrested one of the Alliance
Top Ten Most Wanted Fugitives (#3) in
Mount Storm, WV – Tenya Goosby (age 33)

The arrest came after the Alliance Police
Department received several tips via our
website tip form that Goosby was living
at an unknown location in West Virginia.
 Patrolman Anthony Palozzi and Detective
Donald Wensel voluntarily followed up
with the information and after a thorough
investigation were able to track down
Goosby’s location in West Virginia.
 

            At 3AM officers Palozzi,
Wensel and Weyer left Alliance and drove
to West Virginia and met up with Grant
and Mineral County Deputies to attempt to
locate and serve the arrest warrant. A
very surprised Goosby was apprehended
where he resides at Abram’s Creek Lodge
and Campground in Mount Storm, WV.

Goosby, who has a lengthy criminal
record,  has been a fugitive since 2006
after an alleged burglary that occurred
at 766 S Seneca Ave on 03-15-06.  In that
incident he allegedly broke into a
residence and pointed a handgun at the
resident.  Goosby allegedly threatened
the victim before fleeing.  The initial
report and investigation was handled by
Ptl Aaron Perkins – who sought the
warrant for Goosby.

Goosby is also wanted by the Alliance
Municipal Court for Fines and Cost on a
traffic case (Driving Under Suspension)
from 2000 that he still owes on.

He also has warrants for his arrest out
of the Perry Township Police Department
for an OVI in 2007 and a warrant out of
Columbiana County for Failure to Pay
Child Support issued in April of 2009.

Goosby will be held on $102,500 bond
(doubled since he lives outside the
county).  He had an extradition hearing
in WV today and is being brought back to
Alliance tonight before being transported
to the Stark County Jail.  He will be
arraigned at the Alliance Municipal Court
on Friday at 1PM.
